A West Bengal State Government employee was taken a refundable advance before completion of his 15 years service. Now he completed 15 years service and applied for conversion from refundable to non-refundable advance of the balance amount of previous refundable advance. Is it possible?

I would like to withdraw part final from my gpf account and I have given reason that to buy TV which cost Rs.6,80,000/- but my clerk say that I get 50% from my saving not 75%. Is it correct?
