Re: Govrnor is pleased
It is a gift of the colonialism we faced for two centuries. This is more a practice than a rule. The term His Excellency is also used to mention the Governor. Things are changing though. As regards use of the phrase in Govt. directives in form of G.O. etc. it depends on the importance of the matter. Acts will always consist the phrase as a Bill passed in the State Assembly turns to Act after the Governor gives his consent to it.
