suppose a emplyee got MCAS and change Pay Scale PB 3(7100 -37600)With Grade Pay Rs.4100 to PB 4 (900-40500) with Grade Pay Rs.4400 what should be GIS’87 Subscription ? Rs.40/- or Rs.80/- ?

On the basis of G.O.no. 3728-F(J),dt.3-5-2012 of wb fin,audit branch, my ddo submited the salary bill to the treasury for the month of july’13, after deducting the gis subscription of the ‘hostel employees’ for the first time, who are working in the institute since last 25-26 years ( whom subscriptions were not previously deducted from their salaries without any reason ). The treasury is not willing to deduct the same and advised us to deduct the gis subscriptions from the inception of service of the each individual with full interest. Please inform us the rules to get them the benefit of gis on and from the date of contribution.
