Please inform whether Group Transfer of an assistant teacher of a secondary school is possible at present or not. Please supply the related G.O.

October 29, 2012 at 3:33 pm #75026AnonymousInactiveFriends,I think Bhaskar Chakrabarty is talking about mutual transfer but partners are more than 2. e.g. ‘A’, ‘B’,’C’ now ‘A’ goes to ‘B’ ‘s place and ‘B’ goes to ‘C’ ‘s place and ‘C’ goes to ‘A’ ‘s place. This thing is very much possible in primary schools but never heard this about high schools but must be implemented to give the full scope of the mutual transfer system.

Here it is :
Once, before SSC, there was a time, when a teacher of one Group with higher qualification of another Group, could have been transferred to that Group as per qualification ( specially in order to get higher scale of pay ). As for example, one Mr. Dhar of ABC High School is a permanent and approved staff of Work Education Group with qualification of B.A.( Hons/History), M.A.(History), B.P.Ed..He is a teacher of Physical Education with a pass graduate scale of pay and with a teaching experience of more than 10 years. Now, there is a vacancy in the Social Science (History & Geography) Group with a required qualification of Hons/MA in History. There was a time, I mentioned earlier, when the Managing Committee had the power to transfer the teacher from Work Education Group to Social Science Group, if the teacher wished for the same, and thereafter he was allowed higher scale of pay. It was something like getting a promotion. And thus the vacancy in the Social Group was filled in and a fresh vacancy was created in the Work Education Group.
But, presently, as SSC has come into force, a teacher is appointed to a particular post in a particular Group and the same is clearly mentioned in the recommendation letter as well as in the appointment letter. But what would be in the case of one like Mr. Dhar ?
May he be allowed a similar transfer, i.e. from one ‘Group’ to another.
It is, in my opinion, not possible at present. But, I simply want the G.O. regarding this.October 30, 2012 at 3:05 am #75041AnonymousInactiveThanks for the post.
