Dear Sam, Please say whether your graduation will help you in your service ? I mean will this graduation will be complementary for HS 50%?
If yes then you must take permission from the proper authority (applied through proper channel).
Otherwise you may sit for the exam (better after informing the authority through proper channel i.e. even if you get neither permission nor objection, you may appear at the exam).
But you have to take CL or Commuted Leave for this purpose.

You are right but the law should be interpreted as “there is no provision for higher education in the dept. of pry education”.
However I put my views keeping in mind the recent court orders as reported in news paper.
