Communication Gap! State Govt. issued the Circular on the 14th Nov.,2012, which failed to reach the University Authority in next 3-4 days, especially when most of the Govt. websites are active to publish different Orders/Notices/Circulars etc. in short period! Signed copies are supplied to IT sections/Cells of different Govt. Deptts. to upload the documents to bring them to public notice readily. Yet it failed to get attention!
