HRA Declaration: Payslip needed for Spouse working Private!!

My wife is a govt. school teacher where as I am working as private IT engineer. For HRA declaration the school is asking my payslip too. Regarding HRA I have followed this thread and conveyed this message to my spouse.
No. 11219(100)-F dated 15.12.1999
But from DI office they are asking for my payslip by quoting following memorandum. Now here is a confusion, which should I follow ?
