* The date of your posting, I can imagine that you have admitted in B.Ed course in IGNOU this year. As far I know the counter sign of the D.I. is must to approve the degree.
** From my school, a candidate has admitted in B.Ed course this year. She got the counter sign from D.I. But at the time of admission such document was not necessary.
*** Another a candidate who did enhance his qualification in 2004 in B.Ed from the same, I give him Post Facto Permission from the D.I. in last July. ( I have newly appointed H.M.)
**** Unfortunately, I can not understand, why the M.C. or H.M. is deny to do so for his staff or show their such behavior to their staff.
***** Now my suggestion is, you go on your study. I hope you have applied for this to your M.C. and have a received copy. Now, you go to the D.I. with it and say your problem. In fact, the d.i.s are not take care or give importance to the candidate’s request. They prefer the forwarding from the H.M. with the resolution of the M.C.
****** Lastly, I can say, You may go to court.
