Increment stopped from July, 2013

I am still confused and facing a horrible dilemma regarding this issue. I really appreciate the suggestions that has been put forward. The Acquittance Register has the following for me ;
Date of appointment : 03/12/2003 (Was untrained till 30/12/2013)
Basic Pay as on Nov 2008 : Rupees 5275/-
” ” ” Dec 2008 : Rupees 5275 /- ( no increment)
” ” ” Jan 2009 : Rupees 5275/-
” ” ” Feb 2009 : Rupees 5275/-
” ” ” Mar 2009 : Rupees 5275/-
” ” ” Apr 2009 : Rupees 14560/- (new Basic Pay)
The above statement makes it clear that I have not availed annual increment on December 2008 (which I claimed earlier) .Yet I am in a fix. Kindly suggest.…Basic Pay as on Nov 2008 : Rupees 5275/-

Kindly suggest.If as you are saying you did not avail of the increment on 03/12/2008, you will have to refund only the increased amount from 01.07.2013 to 30.12.2013 through treasury challan as you took an unauthorizes increment in July, 2013 despite being untrained.
