If an AT of OBC category with PG/Hons. enjoying Pay Band (9000-40500) and Grade Pay 4800 and thus coming under group A as per the new ROPA rules and requires a new format of caste certificate declaring Non Creamy Layer status for the child while having annual income within required limits be refused the certificate just due to the grade of the post?
Although another such certificate and format declaring N.C.L. status was issued in 2009.
