In case of Sponsored Secondary Institution , who shall issue the Appointment letter ? Is it H.M. for ATs & other NTs , for H.M. who?
The appointing authority i.e. the Secretary of the SMC/Head of the institution will issue the appointment letter with due permission of the President.
@asheshbhowmik, it is a question of Rs. Lakh. Now the H.M. and Secretary is the same person of a sponsored school, so the H.M. as the Secretary might issue an appointment letter to a teaching or a non-teaching staff, there is no problem. But in case of issuing an appointment letter to an HM of a school, it was Secretary. There is no instance, in no case, the President issued an appointment letter. In our service book, in the first page (3), in column 9 , it is clarify :- ” If the employee is the Head of Institution, the signature in line 9 should be made by the DI of Schools concerned”. Though it is practiced that the Secretary signed and verified this service book. We used to submit our monthly salary requisition signed by the HM at the place of “Signature of the head of the Institution” and Secretary signed at the place of “Signature Secretary/Administrator”. Now, from the DI office’s end we are asked to sign of the President at the room of the “Secretary/Administrator”verbally . This “Secretary/Administrator” is not been changed to President in Online Salary Management System by the Department of School Education. Therefore, most of the present Presidents are now graduate, so they does not want to sign at the place of “Secretary/Administrator”. Most of the HMs are also not interested to ask signature the President as there still appears the designation “Secretary /Administrator”. We may wait for the clarification of above mentioned problem from the Education Department.

whether Issuing of Appo Letter depends on permission of the President ? I think after making a resolution in MC this should be issued.
There won’t ever crop up a situation that the President does not give his consent to a step towards the development of the school. Isn’t it?
At first the President is one of the member of the MC of a school. When the resolution is needed then we call a meeting. President preside over the meeting. When a decision divert into more part, then arises a question casting vote. As the president can give an extra vote to resolve the problem. Then the agenda be passed through the meeting. Therefore, there is no question of special permission to issuing an appointment letter from the President. When an HM as the Secretary convey about the issuing an appointment letter then the President can not give his/her negative opinion.
