Subject: Acquiring of minimum qualifications of School teachers attached to upper Pry School as per provision under RTE Act, 2009 and NCTE Regulations, 2010.
Sir,
You might be aware that the following are the minimum qualifications of teachers appointed for teaching in elementary classes (class-VI to class-VIII) as per Regulations of National Council for Teacher Education (NCTE), 2010 vide- No 61-03/20/2010/NCTE/N & S dated 23.08.2010 read with F. No. 61-1/2011/NCTE (N&S) dated 29.07.2011.
Graduation and 2-year Diploma In Elementary Education (by whatever name known)
OR
Graduation with at least 50% marks and 1 year bachelor In Education (B. Ed)
OR
Graduation with at least 45% marks and I year Bachelor in Education (B. Ed), in accordance with the NCTE (Registration Norms and procedure) Regulations issued from time to time in this regard.
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor in Elementary Education (B.El. Ed),
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4-year B.A./B.Sc..Ed or B.A. Ed./B.Sc. Ed
OR
Graduation with at least 50% marks and 1-year bachelor in Education (Special Education)
It has been mandated by the Right of Children to Free & Compulsory Education (RTE) Act, 2009 under Section 23 that all in-service teachers shall acquire the aforesaid qualifications within a period of 5 (five) years from the date of enforcement of the Act i.e. all such in-service teacher shall up-grade their qualifications in conformity with the NCTE Regulation Act, 2010 within 31st March, 2015 if they do not already possess the said qualifications.
Now, as per available record in School Education Department it is learnt that there are a good number of teachers in our State attached to Upper Pry. Schools who are lacking in teacher training qualification. It is a cause of great concern to the State Government and it has been decided that all such untrained teachers are. to be trained properly through Open & Distance Learning (ODl) mode. We have already taken up the matter with National Council of Teacher Education (NCTE) and it is expected that we shall be able to start the course through different B.Ed. Colleges of this State very soon.
It is therefore, urgently necessary to equip ourselves with the bio data of all such un training teachers. I would request you to collect the same by 30.09.2012 if not already collected and send report to this Department by 07.10.2012 positively for taking onward action from this end. Bio-data of un-trained teachers may be collected in the enclosed format, it is mentionable in this connection that the Teachers who have been appointed prior to 30.09.2001 need not have to up-grade their qualifications as per NCTE norm, 2010. Their appointments would rather go by the prevalent State Govt. Rules. Pending completion of the aforesaid exercise you are, however requested to furnish all approximate number of untrained teachers to this Department within a week for taking necessary action at this end.
This is extremely urgent.
