    Sir Please let me know regarding the procedure of obtaining legal heir certificate. Is any gram panchayat pradhan authorised to issue such certificates?

    A Gram Panchayet Prodhan will issue a legal heir certificate. After that you will have to give a declaration i.e., make affidavit before a first class judicial magistrate with that certificate.

    Sir thanks for ur advice but with due respect, to make an affidavit legal heir certificate from pradhan is not mandatory, I just want to know the procedure after affidavit i.e. where should we apply for the legal heir certificate? BDO, SDO or DM ? Do the legal heir certificate from pradhan valid for all purposes? Is there any notification, orders or guidelines issued regarding this by the state Govt.?

    Ok. Let me help you on the basis of personal experience. After obtaining the Affidavit from competent authority you apply to the concerned higher authority (generally, BDO in rural areas/ SDO in urban areas) with an application. After that they will provide you a requisition slip for that particular purpose (Legal Heir Certificate). They will ask for some credentials like proof a lineage, citizenship, domicile certificate, relationship with applicant, ration card and other documents. Then after verification they will ask for subscription fees. After submission of everything they will issue the slip which you will have to keep safe for the time of hearing. After that they announce a date of hearing for certain cases. You will have to be present on the date of hearing in person along with all the credentials in original to review your claim. Process and system of work may vary from region to region.
