M.A. in same subject- once, regular and then, through IGNOU……possible?

Although I know that same degree in the same subject is no longer possible from the perspective of the same job, yet I wish to make it sure with due consultation of the esteemed members of the AskWB forum. One, of my acquaintances have already done M.A. in English through regular mode but failed to secure 55% marks. Now, he wants to do the same course in the same subject through IGNOU. Is it possible to do that while he is already in service?

i dont know the rules regarding this. but my common sense says, this is possible for master degree and above. so, answer is yes.
