Actually the Board approves the grant of advance ML to a teacher who is not otherwise entitled to avail it in the first year of service. MC, upon receipt of that approval from the Board grants advance ML as such power is delegated to it by the Board.
So, general conclusion is that ML can be granted in advance in emergent situation by the school subject to the prior approval from the Board. This is waht I said in my earlier communication made on 12 Sept. but, did a little mistake – I used the term HM in place of MC.
