Monthly Wages of Sweeping, Office Cleaning under 02-Wages

I am a DDO in a Govt. Establishment. I am facing trouble in payment of monthly wages of 2 Nos. of sweepers (Rs. 1000.00 per head per month) who are working in this Office for a period of more than ten years. But they do not have any appointment order. Their wages bill was placed to the Treasury under 02-Wages Head. The Treasury Officer raised objections in the Bill saying that the sweepers should have any appointment/sanction order. Otherwise, their Bills can not be passed.
[Earlier bills were met from Office contingency Head (13-04). But sufficient allotments are not being received in this Head at regular interval]
Can any one please help whether I, being a DDO, can issue any appointment order for the sweepers and avail the allotment in 02-Wages Head.
Please provide suggestion and relevant G.O. for passing the monthly wages bill under 02-Wages Head.This problem occurs in my office also.
please see pasupati ghos DDO manual. details may be seen there. in nutshell only state govt has the power to appoint someone either in salary head or in wages head. i.e. administrative deptt will issue necessary order after obtaining sanction from finance deptt.
