Mutual Transfer, Appointment as P.T., Experience Certificate

Sir,my frnd has been transferred to a school mutually 3 months ago.His approval is pending.In the meantime,he has been selected for P.T. in 12th RLST. To face P.T.,he has to take an experience certificate from the employer, as well as copy of approval.In such situation i want to know some rules or information ,if there any..such as…
1.Is he eligible to face P.T.,as his last date of appointment is only 3 months ago ?
2.If he will face P.T.,in absence of approval what he should show?
3.As the approval has not been issued by the authority,does the employer able to give him an experience certificate?

I think he is 100 % eligible to appear for P.T. As for his approval the xerox copy of the letter of forowarding for approval may be enough . But for confidence he may produce 1) 1st & 2nd recommendation of ssc 2) 1st & 2nd appointment letter & joining report & 1st approval 3) a certificate of experience by the present HM
