N.I. Act Holiday – An Enigma

The Govt. of WB declared the 14th April,2009 as Public Holiday under N.I. Act on account of birthday of Dr. B. R. Ambedkar, vide the Finance Dept. Notification No. 2750-F dated the 7th April,2009. However, the State Govt. offices remained closed on the 14th April,2011 on the same occasion as per the Notification shown below. But, this time it was NOT declared as a Public Holiday under N.I. Act. Why such disparity?

NOTIFICATION
The Governor is pleased to declare that on account of birthday of Dr. B. R. Ambedkar, all offices under the Government of West Bengal with the exception of the offices of the Registrar of Assurances, Kolkata and Collector of the Stamp Revenue, Kolkata shall be closed on Thursday, the 14th April, 2011. This shall not be treated as a Public Holiday under the Negotiable Instruments Act, 1881 (XXVI of 1881).

November 15, 2012 at 5:18 pm #75312AnonymousInactiveYes. “this time” relates to the publication of Notification dated 8th April,2011. It was a comparison between Notification No. 2750-F dated the 7th April,2009 and No. : 2741-F(P) dated the 8th April, 2011.

The post clearly shows the comparative study between 14th April,2009 (that time) and 14th April,2011 (this time). Anyway, what may be the explanation of such disparity in the norm of declaration of Holiday on the same occasion but in different years!
