Necessity of Countersignature of D.I. at L.P.C.

I am a school teacher. I joined my new school on 20.3.13. through mutual transfer.
My old school is under Howrah D.I. office. But my new school is under Uluberia A.D.I. office.
Is there any urgency to countersign the L.P.C. by the D.I.

Uluberia is in Howrah.So you have no need to countersigned in your LPC. You may do this to avoid your future difficulties.

Pls give me suporting document(service rules or G.O.).Because A.D.I. of uluberia is opposing
this.She is forcing me for countersignature.But D.I. of howrah is not ready to
countersign my L.P.C..So I am anxious about my approval.pls give me legal help.
For mutual transfer i do not wants to lose my service .plz plz plz help me.
