No Salary on first day

Dear friends, there are many teachers in Bankura district who had to return empty hand even on 4th December from the bank where they expected to get their salary for November month’s work. I think no comment needed… only if God had given me power to forget the promises/announcement made by our statesmen as fast as they forget.
However, I am happy that
1. the teachers are getting salary on the first day
2. the teachers have been brought under health scheme latest by October 2012( as our honorable CM announces in March/April 2012) etc
at least in newspaper if not in reality.Who is/are responsible for that delay?
God knows! Bank denied its responsibility. However, salary has come today in the bank.
There are many cases where the banks are responsible. Though in some cases there are some responsibilities of district school administration.
