Nomination for death gratuity of unmarried employee

Is it possible to nominate one in death gratuity
form (formE )in pension booklet by employee who is unmarried secondary school Teacher, has no family member according to dcrbscheme1981 .My close friend retiering in june this year is facing this problem.

Is Govt.aided school teacher not a govt employee and can not enjoy dcrg scheme like normal govt as employee having no family ?
For unmarried state government employee having no family,there is an option to fillup nomination form of death gratuity and can nominate
others.please give a positive suggestion as early as possible
