Normal Increment without B.Ed

Untrained teacher till today. Date of joining 22.09.2008. He does not obtain his B.Ed degree within 5 years from the date of his appointment.Whether he is allowable his normal increment on 1.7.2013 .(any circular in this regard)
An untrained teacher who has joined on or after 02/01/2009, will get increment on 01/07/2013.
Exam.- Your teacher has joined on 22/09/2008, then he has received his/her increment on 01/07/2009,2010,2011 and 2012 (4 times of increment). He/she will not more get increment on 01/07/2013, though his/her 5 years will complete on 21/09/2013. If he/she could submit his/her result or submit a report of last date of B.Ed Examination on or before 30/06/2013, then he/she will get his/her increment for 01/07/2013. Other wise not.

can u give me the latest circular about this?Who was an untrained and opted pay fixation on 01/01/06 , they got the increment 01/07/12. ( 01/07/06, 2007,2008,2009,2010, 2011 and 2012.= 7 times, according to the G.O. No. 759-SE dt. 30/07/2009)
But who has appointed after the Ropa-2009 implementation,they have done the Degree within 5 years of joining.
