Can any body urgently guide me whether a retired Joint Commissioner of Police who has been re-employed as OSD and Ex-Officio in the rank of Joint Commission can act as a Disciplinary Authority to frame charges in Proceedings? If yes then under which provision of law he is empowered? Kindly post me urgent reply or hint to help a police personnel who has been charge sheeted by the OSD and Ex-Officio Joint Commissioner of Police on his re-employment.
