Pay Fixation of Head Master

Respected Sir,
As per rule everyone pay is fixed according to the qualification stated by the Regional S.S.C.. But in case of Headmaster’s pay fixation (D.O.J. – 10.02.2009) two additional increment is not allowed. What is the reason behind it?
