Pay fixation of HM from AHM under ROPA 9

I joined to the post of AHM on 19/9/16 then joined to the post of HM on 17/ 7/19
Now how my fixation is to be done? JDA department of Purba Bardhaman has not given any increment saying that as I got an increment as AHM no more increment will be allowed. Enhancement of Grade pay has just been allowed to me.
Is it right? Please help.
