PAY FIXATION ON NEW APPOINTMENT

I was working as a TGT on a basic of 15680 + GP 3600. Then i appeared in commission test and got selected as headmaster at the new scale of 10300-34800 +GP 4400. I had taken NOC from the education department for appearing for the test. Now my question is:
1. What will be my new basic?
2. Will this be considered new appointment and will i get salary as per new scale (which will amount to less than my previous total salary)
3. Under which rule all this will be decided?
4. Will I have to technically resign from my previous post?
