Let a person completed his Master degree in Bengali in 1998. He joined a school through SSC in 2005 in the post Bengali (PASS). At that time the school was Jr. High. Now the school is upgraded to Higher Secondary, so there is a vacancy of Bengali (H/PG). He has to take those Classes of XI & XII. In this case, can he apply for PG scale?
No way. He will have to qualify SSC again in H/PG category and be reappointed to claim PG scale of pay. Anyway, he will have service continuation and his pay will be protected if his pay in the band has already crossed the initial pay in the band in PG scale.
In this regard I also would like to share the G.O. that cautions against unauthorized or illegitimate higher scale of pay after securing higher degree.
