For getting a promotion there is an upper age limit of 54 years. Candidate applied, declared eligible within the age limit. But due to departmental dilly-dally when it was send to PSC candidate crossed the upper age.
Q.1- Which is the cut of date of upper age limit?
Q.2-Is there any safe guard to overcome this type of situation?January 3, 2012 at 2:02 pm #71086AnonymousInactiveHi. Am an employee of judicial department and I never seen any limitation of age for the purpose of promotion. Would like to know more about it.
January 3, 2012 at 2:09 pm #71093AnonymousInactiveWelcome sankar.wm,
For departmental dilly-dally, an employee whose promotion is due, should not be affected with the age cut off bar. I think the date of prayer from the applicant for promotion, should be taken into account whether it crossed the upper age limit bar. In no case the employee should suffer. Departmental Officer should be considered responsible if any objection arise from PSC. The officer concerned must know his duties, obligations and rights.
By the way, May I ask your department name; Why was promotional case sent to PSC?January 4, 2012 at 12:42 pm #71114AnonymousInactive1. Health & Family Welfare Department, Swasthya Bhavan, Kolkata-91
2. I don`t know why it send to PSC, As per the officials as this is a post of Group-A. so Its needed the vetting of PSC.January 10, 2012 at 11:36 am #71111AnonymousInactiveWelcome sankar.wm,

As the appointing authority is PSC, Head of the Office sent the promotional file to PSC for ratification.January 16, 2012 at 12:03 pm #71191AnonymousInactiveThanks for reply.
But I am not clear in this point, that at the time of departmental notification I was within the age limit. Department declare me as an eligible candidate within my age limit of 54 years. Only for departmental dilly-dally I have crossed the upper age on 19.2.11.
By the by the appointing authority of this post is Joint Secretary (M.A.Branch). Health & Family Welfare Dept.
There is example of ratification from PSC after giving promotion/appointment.
1.So why should I deprive for getting promotion.
2.Ratification from PSC is mandatory or not ?January 16, 2012 at 1:45 pm #71192AnonymousInactiveIf you dont mind, I would like to discuss the matter though I am not an expert and I have not much knowledge about Health and Family welfare Department. As per my point of view you should not be deprived due to department’s dilly-dally and you should knock the door of law having sufficient documents. Ya, ratification is mandatory and it may be obtain after making the promotional order provisionally.

Thanks for giving time.
You are correct at your point of view. Also I have come to know from an asstt. secretary of PSC, that there was scope for obtaining ratification after making provisional promotion.
Now my question. Is there any scope now in this situation? -
