One of my colleagues,who has joined as asst. teacher in pass scale wants to pursue M.SC via distance mood but our headmaster denies her saying that according to the recent rules only Hons/PG scale teachers can pursue M.SC while in service and a pass scale teacher cannot. Is this true? I mean how can anyone bar a teacher from pursuing higher studies?

First of all, every one has the right to enhance his/her educational qualification unless it fetches him/her financial benefits. Pass teachers will never be granted the higher scale even if they acquire and submit higher qualification (School Expenditure Control Act, 2005). That is why, I think, they need not take permission from school authorities. They can do it for their contentment, both academic and mental. On the other hand, Hons. teachers will be allowed to acquire higher degrees for the benefit of scale of pay. I am posting two important G.O.s regarding this.
