Thanks to Partha Chowdhury for his valued opinion. He is right. But, you all should consider that, due to lack of knowledge of submitting documents in proper way,the delay in repayment may take place. Some small points may be considered regarding the matter. a. Copy of intimation letter, b. Attestation of card copies, c. Cash memos of Medicines purchased from outside should be duly counter stamped by the hospital, d. Notification of proper dates of treatment, e. Package starts from day 1 of the treatment,so, be aware that, hospital should not make extra bill (tests or medicines) within the package period. These are the examples of hindrances of repayment.

How much premium a WBHS beneficiary has to pay in a month/year! How is it paid?
Whether it is shown under as a deduction in his pay slip/certificate!
Whether he gets I/Tax benefit u/s 80D on such premium like other medical insurance premiums!
Pls educate me by sharing knowledge!February 8, 2013 at 2:51 pm #76824AnonymousInactive1.a) All WBHS beneficiaries do not have to pay premium. Only the Govt. Employee who has opted to come under the Scheme, has to pay a ‘premium’ of Rs. 300/- per month. To elaborate, if a Govt. employee has 5 family members dependent on him, the number of beneficiaries in the particular employee’s case is 6 i.e. he himself and 5 dependent family members but the ‘premium’ amount is Rs. 300/-, irrespective of the number of beneficiaries for that particular member of the Scheme.
1.b) A State Govt. employee normally draws Rs. 300/- as Medical Allowance. If he comes under the Scheme, the Medical Allowance is not drawn by the Office in his favour and he becomes entitled to the benefits of the Scheme.
2. It is not shown as a deduction in his pay slip that is generated through COSA. If a pay certificate is required to be issued in his favour for any purpose, it may be customized according to the need of the employee. The Medical Allowance of Rs. 300/- may be shown under the ‘Admissible’ items under Pay with a note that the employee concerned is not drawing the same as he has opted for the scheme.
3. A WBHS member does not get I/Tax benefit on such ‘premium’ like other Medical Insurance Premiums direct-way i.e. showing the same in the required column. But he enjoys the benefit on the other way, i.e. since it is neither shown as ‘deduction’ nor as’earning’, a yearly amount of Rs. 3600/- is not reflected in his yearly earnings and it remains out of Tax calculation.February 8, 2013 at 5:08 pm #76835AnonymousInactive@Ray

1.a). I agree with the amount, excepting the application of term ‘premium’ (sometimes termed as ‘contribution’).
1.b) I fully agree.
2. I beg to differ. COSA has no role here. It cannot be shown as deduction as it is not compulsorily deducted. Rather, the fixed medical allowance is ‘discontinued’ solely at the discretion of the employee. It’s an optional item. The items deducted from salary are mandatory ones, such as PF/GPF contribution, PF/GPF recovery, Professional Tax, Contribution to Employees Group Insurance Scheme, Income Tax, Contribution to Central Govt. Health Scheme (CGHS) etc.
Why can’t it be shown as a deduction if it is a genuine ‘premium’?
3. I again differ. Income Tax is a direct tax. There is no question of getting benefit in indirect way.
Now, my query: When HRA is discontinued in lieu of occupation of govt. accommodation can we say that the employee is paying House Rent to the govt. and getting tax benefit thereon in an indirect way? In such cases HRA amount is shown as nil in pay slip, and not shown under the head deduction.
