I have joined to the post of Deputy Director in a W.B. Govt. Department on 27.04.2007 through direct recruitment of public service commission. In total 4 posts of deputy director were advertised by P.S.C. two more were selected by P.S.C. for the same post [who applied against same advt. of P.S.C.] who joined on 01.02.2007 and on 21.03.2007. One of them was selected for S.C. reserved post. For S.T. reserved post no candidate were recommended by P.S.C.
Now, there is only one post of Joint Director, which is vacant. Another post of Joint Director is going to be created very soon.
As per recruitment rule of this directorate, a Deputy Director may be promoted to the post of Joint Director after 5 years continuous & satisfactory service as Deputy Director. As we all 3 Deputy Directors have completed 5 years, we all 3 have applied for promotion.
Now, I want to know:
For two vacant posts of Joint Director is there any reservation for S.C. candidate when promotion case is considered?May 25, 2012 at 4:57 pm #72685AnonymousInactiveFirst thing: Your seniority in service is according to the merit list of PSC Recommendation.
Second thing: Reservation rule is applicable for promotional cases also.

Before giving any promotion, the appointing authority shall ascertain by consulting the register whether the vacancy is reserved or unreserved and if it is reserved, for whom it is so reserved. Immediately after a promotion is given, the particulars thereof shall be entered in the register and signed by the appointing authority.
If the record is not available then the first vacancy should be filled up by SC candidate.May 25, 2012 at 6:10 pm #72689AnonymousInactiveThank you ! But in this specific case, till date there is a single post of Joint Director ,which is vacant. So,this is unreserved and may be filled up by promotion from feeder post [ Deputy Director ] according to position in merit list [ panel ] of P.S.C. Up to this point ,there is no confusion. O.K. But situation changes when an additional [ new ] post of Joint Director is created. Due to creation of an additional post , no. of posts of Joint Director becomes two. Now , please let me know :
1. What will be the reservation for S.C. candidate if two posts are filled up by promotion ?
2. If 50 % of the posts are filled up by promotion and 50% are filled up through direct recruitment through P.S.C. ,then what will be the situation for reservation ,when there are two vacant posts of joint director ?

I am a Govt. employee working as U.D.C . There is a post of Head clerk in our office with scale No. 10 and there is three posts of head clerk in our directorate.Now whether 50 point roaster policy will be effected in our case ? I was from a general caste category. When I joined (1990) in the post of L.D.C I was senior to one of my collegue who belongs to schedule caste category(!991).But he got promoted to the post of U.D.C. prior to my promotion.But after my promotion I was given seniority to him because of my prior joing in the post of L.D.C. I think, directorate is rightly prepared gradation list. Thanks.
