is MED degree in distance mode accepted as masters degree by the w.b.ssc in selection of H.M. in govt aided highhigher secondary schools in westbengal?

Is it true that general transfer of high school teacher both asst.teacher and headmaster will be start soon according to RTE act like other state govt.i.e M.P,Hariyana,Himachal pradesh etc.if it is then it will be wise decision.govt should take immediate action regarding this matter.
Can I will get the increment recognised by the School Education Deptt. of WB If I conduct the Ph.D. from the CMJ University(UGC recognised private University),Meghalay & I have already started it from the year 2010?And another problem is that after taking the admission in Ph.D I also completed the B.Ed in the session 2011-12(July to June).At present I am working in a High School as A.T. since 2006.

general transfer for school teacher is very necessary both for school and teacher.because when a teacher come from more than 30 km away, its tough for him/her to concentrate on class.
