It is advisable for us, school teachers, to maintain a personal copy of service book. I’m maintaining so. In this regard i requested my H.M. to give her signature on my personal copy of service book but she refused to do so. Now my query is whether can we request her to do so officially?
June 25, 2012 at 5:25 pm #72934AnonymousInactiveA duplicate service book is to be kept by the employee and should be placed to the DDO (HM in your case) for attestation each year. This is the duty of the DDO to maintain and update all service book under his / her control in a regular basis. HM can not refuse to perform her duty.

June 26, 2012 at 3:12 pm #72944AnonymousInactiveAs per appendix -7 of WBSR, part-I, “The entries in the copy of the service book which will remain in the personal custody of the Government employee will be made up-to-date at least once a year and also when a Government employee is transferred, under proper attestation by the Head of the office or by any other officer authorised by the Head of office. Any addition, alteration or overwriting in the entries made in any of the copies of the service book will not be accepted as authentic unless the same is attested by the competent authority. “
Actually the duplicate copy of service is much valuable and it may be treated as original in case the original is lost. But it is valueless without attestation.June 27, 2012 at 4:14 pm #72964AnonymousInactiveThank you Som:)
August 20, 2012 at 8:26 pm #73716AnonymousInactiveIs it true that service conditions of teachers of aided/sponsored schools are governed by WBSR? It is the harsh reality that WBSR is for “govt. employees” of WB and, the teachers in question are not at all “govt. employees”. WBSR may be taken for reference in an analogous situation as the teachers in aided/sponsored schools may be considered “AS GOOD AS state govt. employees”. H.M. can’t avoid the resposibility of attestation as there are probably no other authorised person in the school to attest the copy. You may apply to HM for a certified copy. Best wishes.

As per WBSR-1 Appendix – 7 :-

Of course, I fully agree with Mr. Somnath Das. However, it is not only the provisions under WBSR, Part-1 but also the provisions of Rules 257(2), 257(3) & 257(4) of General Financial Rules, 2005 of Govt. of India, which came into force from 1st July,2005 in context of their operation as proviso to the Supplementary Rules No. 198 related to the maintenance of service records of Central Govt. Employees.
Anyway, in my previous communication, I did not at all contradict to the provisions of Appendix-7 of WBSR-1. Instead, I contended that whether provisions of WBSR-1 have any DIRECT manner of applications in cases of the teachers working in aided/sponsored schools unless otherwise it is specifically mentioned in the extent of applications of WBSR-1 or separate provisions made elsewhere therein. But, I presume whatever the rules are for aided/sponsored schools that do not differ from WBSR-1 insofar as it is related to the matter of Service Books & Service Verifications. So, the teachers in aided/sponsored schools have legitimate claim for retention of the certified personal copies of their S/Books to their custody. I expect more interactions from members. With regards.August 23, 2012 at 9:15 pm #73740AnonymousInactiveIt’s funny that though there are rules stipulating guidelines for maintenance of Service Books, for example opening & maintenance of S/Books in duplicate from the date of first appointment and handing over of the duplicate copy to the concerned employee as well as annual updation of the same, but such exercises are, perhaps, rarely done. A certrified copy may be supplied to the employee on request, treating it as a so called “duplicate copy”. Authorities hardly take pain of making a duplicate copy, for the sake of avoidance of tedious job, especially when there is ample scope for making a photocopy, which is a easier, speedier and cosier conventional exercise.
