Service Continuation in Health Department

I was working ESI hospital from 2013 to 2017 Feb 6th. Now I am working wb health department. I got NOC & I get lien for 2 years. Both post are same and salary scale are same(bp-7440,gp-3600). I got salary 25000(approx) at ESI but now I get salary 23000(approx).how can I service will continue? & how can I get salary Rs.25000(approx). Tell me process in details.
