No, you are not entitled to reimburse the cost of treatment of eye in OPD. The expenses of purchasing spectacles is also not reimbursable. However you may place a bill for spectales allowance probably once in a service life. Sorry I dont know much about that and I never prepared any such bill.
Please provide necessary instructions and relivant Govt Order in this regard. I know nothing about it. Just heard from my senior colleagues.
October 17, 2012 at 3:29 pm #74829AnonymousInactiveAs far as I know the 5th State Pay Commission did not consider to allow the following allowances which have been demanded by various employees’ associations/ unions:
Transport Allowance, Post Mortem Allowance, Special Duty Allowance, Extra Duty Allowance, Telephone/Mobile/Internet Allowance, Journal / Book Allowance, Night Duty Allowance, Childrens’ Education Allowance, Newspaper and Magazine Allowance, Fixed T.A./Conveyance Allowance, Tiffin Allowance, Nursing Allowance, Caretaking Allowance, Spectacle Allowance, Training Allowance and City Compensatory Allowance.
The Commission was of considered opinion that none of these demands has proper justifications.

The Pay Commission has submitted its report on various allowances. After careful consideration of the recommendations of the Commission, the Governor has been pleased to make the following order:
(1) Medical Allowance.—All whole time Government and non-Government employees covered under Resolution No. 11832-F, dated 27.11.1995 who are getting medical allowance of Rs. 90 p.m. shall draw medical allowance at the rate of Rs. 100 p.m.
Government pensioners, who are getting this allowance of Rs. 30 p.m. shall get this allowance at the rate of Rs. 100 p.m. The non-Government pensioners shall also be allowed a medical allowance at the rate of Rs. 100 p.m.
The Governor is also pleased to order that (a) the ceiling of reimbursement of cost of admissible medicines be raised from the existing Rs. 400 to Rs. 1000 and (b) the ceiling of reimbursement of the cost of spectacles shall be increased from the existing Rs. 75 to Rs. 200 in respect of the employees drawing pay up to Rs. 5000 on existing terms and conditions. Orders in this respect in modification of the (Medical Allowance) Rules, 1964 and also in modification of the (Medical Benefits for the State Government Pensioners) Rules, 1998 shall be issued by the Health & F.W. Department in due course.
(2) Winter Allowance.—All whole time Government and also non-Government employees who are covered under Resolution No. 11832-F, dated 27.11.1995 and posted in the hill sub-divisions of Darjeeling district, i.e. Kurseong, Kalimpong and Darjeeling sub-divisions, shall draw winter allowance at the uniform rate of Rs. 1500 per annum.
(3) Hill Compensatory Allowance.—All whole time Government and also non-Government employees who are covered under Resolution No. 11832-F, dated 27.11.1995 and posted in the hill sub-divisions of Darjeeling District, i.e. Kurseong, Kalimpong and Darjeeling sub-divisions, shall draw hill compensatory allowance at the rate of 15% of the revised basic pay per month subject to the maximum limit of Rs.1000.
2. This order shall take effect from 01.04.1999.
3. The recommendations of the Pay Commission on other allowances are under examination. Orders in this respect will be issued in due course.
