23 months worked as teacher in charge in primary school and was fourth in panelled list of Head teacher.But council sent another head teacher in school who was at no. first in the panelled list.It is correct and also provide circular for this matter.

Please see the West Bengal Primary school Teacher Recruitment Rules , 2001 G.O. no 57-SE (Pry) dt 15/01/2002. I hope from the site you ll get the G.O. But whatever your Council has done by sending H.T. in your school , there is nothing legally wrong.
