Time taken before sending pension file to DPPG

Sir,
Can you please tell me how much time (MAXIMUM) the P.S.A (D.I of Schools) can take before sending someone’s file to DPPG?
My father-in -law is a high school teacher in a Govt.-aided school. He will retire on 31 May,2013. His file is not yet sent to DPPG by the Office of D.I of Schools. His verification date was 14 June, 2012. All the queries of the office are answered properly in due time.
Now if the office delay in this regard and act carelessly what legal step can be taken against them?

In respect of your post, I like to say that as per my knowledge you may seek infomation of the status of your in-laws pension file fron the concern office under Right to Information Act. In this regard please follow the topics of this forum on the subject.
