B.P.Ed teacher is not considered as a trained teacher. This degree is regarded as a subject.
You think, a graduate with Bengali,can get appointment in Bengali Subject without B.Ed., but can not be a sports teacher without B.P.Ed degree. Is not it?
But this year the D.I. asked to submit the list of non-b.ed teachers with the teachers of W.Ed & Phy.Ed . But finally they said that there is no need to do b.ed for B.P.Ed teacher.
Though I do not think ,B.P.Ed is equivalent of B.Ed.
