Transfer or Joke?

Respected members, one of my friend named Diptesh Roy got transfer letter on Sept.2011 as special medical influence. He is really in serious problem & his school is 45km from his home. DI & Chairman of DPSC sanctioned transfer letter to him. But the problem is only 2 permanent teacher & 2 parateacher is in his school. so he cant able to join the new school as SI cant give him NOC. Now the question is what should he do about this problem. Why DPSC sanctioned this letter, is this a matter of Joke?

DPSC show the rules, no transfer made from school when the school exists with 2 teachers. & S.I also bound with that rules.

Amader Malda DPSC Chairman jotheccho vabe transfer korechen, Gram’er school gulo faaka kore diyechen, je Malda town-e cheyeche, takei diyeche! kono kono school-e 40 student, teacher 8jon.. School-e adda boseche.. ki aar bolbo bolo!
