    I joined a govt.aided higher secondary school as a pass graduate teacher in 2008.I was in my M.A. regular course 2nd year then.After my approval I took about 5 and half months of without pay(sanctioned by the M.C.) for attending classes and sitting in the exam.Now am I eligible to sit for the WBSSC EXAM for Hons./PG post showing my M.A. degree?Is the degree valid?

    Dear friend Pratik,
    The validity of your degree has nothing to do with your leave without pay. If you have completed M.A. in regular mode from a UGC recognised university, it is a valid degree.

    Yes, you are eligible for continuation of service,if selected for the post of AT(Hons/PG). Because you have taken prior permission from MC for completion of MA course after joining the school. But, be informed that acquisition of the M.A. degree should invariably be recorded in the Service Book to enable the new authority to count your past service.

    Continuation of service is not related to validity of the degree in this case. I think you wanted to know whether your M.A. degree acquired while in service in 1st school will be considered by the new school if you are again selected by SSC! In this case the M.A. degree will be accepted by SSC for selection for AT(Hons/PG) post in the first stage and, then by new school in the second stage if the degree is recorded in the Service Book by the first school, as commented by Dr. Majumdar. If no record is there in the S/Book you have to apply to SSC as a fresh candidate and, your present service shall have no value in new school.

    Why is it need to be recorded in the First Service Book in the first school ? If this pass graduate enhance his qualification(s) and got HONS/PG Scale as a fresher candidate in another school, then the HONS/PG degree will be mentioned in his new service book (2) in new school. If the candidate apply through proper channel ( now No Objection Certificate is demanded by interview board in case of continuation), then his service will be regarded as continuous service and he will get seniority and all service benefit from 2008.

    Thank you for rectification!
    Actually, I made comments on recording of the acquisition of M.A. degree in S/Book, in the light of official procedure followed in govt. sectors. But, it is now clear to me that the provision is different for the teachers. I agree with you on the matter that there is no requirement of making entry of his M.A. degree in the S/Book by the previous school because a Pass graduate Teacher is not eligible to get permission from school & D.I. for acquiring higher degree in terms of the following instructions contained in G.O. No. 593-SE / ES/O/B/1M-98/2007 dated 27.11.2007:
    “4. Provided further that no such permission can be granted on any ground to any teacher who has entered the service / joined the School with Graduate Degree and with a graduate scale of pay [Any Managing Committee of any School recommending such case and of any District Inspector of Schools granting such prayer will be treated as an ‘Offender’ under West Bengal Schools (Control of Expenditure) Act, 2005]”
    But, I contradict to your view in the matter of opening of a new S/Book (2nd) in new school when his previous service is continued with all the attached benefits. In fact, in cases of service continuation, opening of another S/Book in new deptt. is not generally entertained in govt. deptts. As per rules, the new deptt. shall start making entries in the same S/Book as soon as it is transferred from previous school. A S/Book is opened once since the date of first appointment in the service and, is transferred from office to office along with the employee, even when he changes job with past service benefits. I think, this is true for teachers also.

    Dear Polo,
    Service Book may more than one in case of school teachers.
    I have three Service Book at present.
    1) I joined as a graduate teacher on 13/05/1999 recommended by SSC. ( No. 1 service Book. I was unable to submit at the time of joining , because the Service Book was not yet counter signed then by the D.I of 24 Pgs (S).)
    2)I joined as a post graduate teacher on 17/02/2001 recommended by SSC. under the D.I.Kolkata ( No. 2 service Book. Because I had not got the service book of my previous school due to delay to submission the service book of my previous school)
    3) You all know that the HM signs on the first page of Service Books of teaching and non-teaching staff. But now I am a headmaster of a school . So, in the first page, in case of a headmaster there is signed by the D.I./Secretary of the school.
    How it can possible (where already signed by HM of previous school ?) to sign by the D.I./Secretary of the new school.( No. 3 service Book.) At present I am again under in the D.I.,24 PGS (SOUTH).
    ***** If I join again under another D.I. then the number of service book will be 4 because of the above criteria no.1. I think it is may only possible in case of the teachers.

    Administrative problems only! This happens in many govt. deptts. also when an employee changes service from one deptt. to another. This has become an accepted norms in violation of rules!

    Thank you,Sir,for giving me necessary information.I have something more to ask.In fact, I have joined another school as an Hons./PG teacher and I have shown continuation of service.Will there be any problem at the time of retirement?I am concerned both with the acquisition of the M.A. degree without proper permission(though I had nothing to do as permission is not granted in these cases) and about the Without Pay Leave of 5 &a half months.One thing I want to mention.My Masters degree was in regular mode and it started a year before I joined my service.
