W.E. post, Hons. Scale Eligible for TIC?

I want to know if a Teacher is in the post of Work Education and gets the scale of Hons. can he be eligible for the post of Teacher -in- charge, providing he is the senior most teacher of the institute and there is ‘no objection’ from the part of other teachers,having Higher Degree or from the AHM.
Please reply at the earliest.
