Want to do M.Sc after B.Tech

I have a friend of mine who is a B.Tech (engineering) in electronics and communication.
He had physics and math in his course of more than 300 marks each (theory & practical).
Now he wants to do M.Sc in physics or math in distance mode.Is he eligible?
And whether he can appear for WB school service commission in pure science subject.

I came to know from a person from physics background that it is not possible for physics subject. But he does not know whether it is possible or not in mathematics.
