Want to Transfer Election Duty To Other

I have a query
If due to some reason any one is not able to perform his election duty.
So in this case can he transfer or give his election duty to other person if the 2nd person is ready to accept.
If there is any such provision then kindly give the guidelines.A joint application may work.
