This is Dr. Srimanta Pal, an assistant teacher of a Govt. aided HS School since 23.3.1993. I have got Phd degree in physics from IIT Kharagpur in the year 2009 (Convocation 08.08.2009). I joined school service before the commencement of SSC. Please tell me whether I am eligible for 2 additional increments or not despite Education Expenditure Act 2005.

hi, this is kripesh, upper division clerk under the govt. of west bengal,working in the directorate of animal resources and animal health. a lower division assistant working in a secretariate has a channel to get promotion to the post of joint secretary whereas a lower division clerk working in a directorate has an opportunity to reach just to the scale of pay of Rs.4800-10925/-(unrevised). Why this type of discrimination persists when both the employee got recommendation from the public service commission,w.b.?
i want to know that have any reserved the exemted category candidates.i am in cencus worker.so can i facility for the reservation
when will it come in force for recruitment?

the posting is given on the basis of merit,candidates occupying lower ranks are offered posting in the dte/regional offices & as such their is no discrimination.However you have the option of availing 10% transfer quota to join the sectt services or appear in the next exam. and try to get higher rank in the merit list.
to some extent, this is true that the candidates who got lower ranks in the merit list, gets appointment in the Directorates. But this is not the absolute true. If one is enough up to dated, he will get the actual picture of getting appointment in the Directorates/ Departments. The merit has not sole role to play, the luck also matters. It has been observed that the candidates having lower ranks also got appointment in the Departments whereas the higher ranked candidates have been thrown to the Directorates to face their luck. And that occurred even for the candidates of the same year of the P.S.C.
There was a time when the system of common cadre was not present. Employees got appointments in different Departments according to their merit lists. Some employees got a huge promotional scope and some could manage only to reach to the post of Head Assistant. Then the same question arose why this type of discrimination would persist when all the employees got appointment through the same recruitment procedure. Then considering the fact, the common cadre wing came into existence. If that was the discrimination, then it is also the discrimination. If there was a solution, why the solution in this case has not come till date?
Thank you Mr. T.K.Roy for commenting on my topic. I know the logic of merit. Even if the logic is maintained, the candidates of lower merit will get lower positions in the gradation list in the same cadre, not in the separate gradation list ( Directorate/ Regional Set up). When all the employees get appointment through same examination in the same year,why all of them will not be enlisted in the same gradation list? the higher ranked will get higher position in the gradation list and the lower will get the lower, but they must have to be in the same gradation list.
