Dear Sir,
We the employees of the Wireless (Telecom) Wing under Home department is in a dense cloud after getting the Government order vide GO No – 3988-PL/PB/1P-129/08 dated 12-10-2010 by which Govt has cancelled our status as Police Officer due to some Legal Cases are going in various courts / SAT. To overcome from those (fully created by the Police Directorate – false statement / affidavit submitted even by Home Secretary with the Appointing Authority / DDO of the Wireless Wing.
Now the problem is that, the DDO of the wireless wing avoiding the publication / implementation of the GO, as per his view the Section 22 of Police Act will became unforced and he has to face problem to pressurize us to work beyond 8 hrs and on Govt holidays.
On the basis of DDOs proposal the DG & IGP, WB sending proposals for reviving us and recall as within the Police Department.
After several RTI applications and follow through the old GOs we came to know that the Finance Department also passed an observation on the Non-Police status of the Wireless Wing vide Memo No – 3225/Fin/HR//Fin/HR 541-96 (Pt).
In the matter of fact West Bengal Police persons used to get Rs 900/- pm as Ration Allowance and 30 days Leave Compensation Pay every year.
Our question is that being deleted from the treatment, as a police officer for the purpose of discipline, control and other privileges
i) Do we still eligible for drawing Ration Allowances every month and LC Pay each year?
ii) Do we have to perform Law Enforcing Duty along with the General Police Force even in the field level?
iii) Who is the controlling Authority of us? Still our service is regulated by the PRB with WBSR & Police Regulation of Bengal (PRB) or only by WBSR?
iv) What will be our future in relating to our service?
v) Through the reliable sources we came to know that the Finance department also has been rejected the further proposal of reviving of status of the employees of wireless wing AS POLICE BY DG & IGP WB cancelled on 14-12-2011.
v) Is their any assurance from any side of the administration that, at time of retirement the amount of extralegal financial benefits which were we are drawing since long, will not be cutted off from our retirement

Whatever Finance Deptt. suggested is of utmost importance.
Is there any approval of Rs 900/- pm as Ration Allowance and 30 days Leave Compensation Pay. If yes, then which authority approved this?
Performing duty is solely controlled by the deptt. authority.
If the benefits proved extralegal, then it must be reimbursed to the Govt. before any final payment e.g. retirement benefit.
So, lets find the opinion of Finance Department.July 25, 2012 at 4:42 pm #73389AnonymousInactiveSo far my knowledge goes, the wireless department personnel are non-police personnel and their condition of service is guided by separate order issued from the govt. Ration allowance and One month’s compensatory pay for performing duties on Govt. holidays are only meant for police personnel from the rank of Constable to the ranks of Dy.SP/ACP, which a woreless personnel is not entitled. However, a government servant is a whole timer so you can not refuse to work beyond 8 hours in emergency cases. But you know that Equal pay for Equal job is an entitlement of any public servant under Article 14 of the Constitution of India. If your cadre feels that the doctorine of equal pay for equal job is applicable upon your ranks then you can move the SAT with the grounds which you believe to be in your favour. I am sure you will win provided you prove that you are being discriminated against.

You are genuinely a brave public servant. People like you bring the change but after sacrificing their own interest. In Urdu there is a couplet and that is:
“HO KAHI BHI AAG LEKIN AAG JALNI CHAHYE+ MEREY SEENEY MEY NAHI TOW TEREY SEENEY MEY SAHI” this means that fire should always burn…..either in your chest or in my chest. Eta na holey parivartan hobey na. “
A public servant ,however small he be in rank………is like a nail( pirek) fitted in wooden planks of a big Ship. Without small nails no Ship can be built”. Do not forget the contribution of such small nails in building the ships. CARRY ON…….Best of Luck. -
