Uniform and Accoutrements for Excise Personnel of all Ranks

ORDER
The matter of defining the uniform and accoutrements along with distinguishing insignia for Excise personnel of all ranks has been under consideration of the Government for quite some time. Now, in order to bring in efficiency and discipline in the Excise Department the Governor is pleased to make the following order in supersession of all other rules, orders and notifications on the subject published earlier, with immediate effect:-
1. Description of Uniform and Accoutrements:
(i) All ranks of Excise personnel shall wear uniforms and accoutrements of such description as mentioned against their functional designation in the table below:-

(ii) For rainy season, khaki/ olive green waterproof with hood may be worn in addition to the uniform defined above.
(iii) For winter season the following winter wear may be worn, namely, khaki/ olive green Pull Over, khaki/ olive green muffler and khaki/ olive green jacket. For Darjeeling, Kalimpong and Kurseong sub-divisions khaki/ olive green Great Coat and neck may also be worn.
2. Occasions on which uniform to be worn:
Uniform and accoutrements shall be worn on the following occasions:-
(a) State ceremonies.
(b) During official interviews/ meetings with superior officers.
(c) On all occasions on which an officer is on duty, eg., during preventive operations, inspections, investigation of cases, enquiries, or patrols, at conferences and meetings, when attending Court to give evidence or to prosecute a case. Officers holding functional designation of Deputy Commissioner of Excise or above need not wear uniform when they are working in office. No officer need wear uniform when, for purpose of detection, it is necessary for him to conceal his identity.
(d) At parades, drills and kit inspections.
(e) When paying formal official calls on the Excise Commissioner or any superior officer when those officers are visiting districts/ divisions on inspection or any other official venture.
Provided that the Excise Commissioner, West Bengal may, under special circumstances, exempt any officer of the Excise Department from wearing uniform.
