Yes Govt. Employee can have DEMAT Account for investment in stocks, mutual funds, ETFs etc.
But intraday trading is not allowed for Govt. Employee.
here is the correct pdf format.
Prior permission before purchasing immovable/ movable property is mandatory as per West Bengal Services (Duties, Rights and Obligation of the Govt. Employee) Rules 1980.
You should apply for the same in the specific format as attached.
