NOTIFICATION
Subject: Guidelines for admission to the vacant seats through Decentralized Counseling (Institute Level) in Degree Level Engineering, Technology and Architecture Courses after completion of the e-counseling in 2024 for the academic year 2024-25.
The West Bengal Joint Entrance Examinations Board (WBJEEB) has been entrusted for conducting of examinations, e-counseling and allotment of seats for selection and admission of candidates to the Degree Level Engineering, Technology, Architecture and Pharmacy courses in the State.
However, this year, as per directive of the Pharmacy Council of India (PCI) based on Order of Hon’ble Supreme Court of India, a large number of colleges have not received the mandatory approval from PCI for the academic year 2024-25. Accordingly, Centralized Counseling of Pharmacy colleges is being delayed (except Jadavpur University and Institute of Pharmacy, Jalpaiguri who have participated in the e-counseling process) and therefore decentralized counseling guidelines of Pharmacy have not been coveered in this Notification.
The West Bengal Joint Entrance Examinations Board has already completed the 03(three) phases (including Mop-up round) of e-counseling and allotment process and accordingly has generated the allotment and admission status report as well as vacancy status report in respect of all the participating institutes for the academic session of 2024-25 in respect of Engineering, Technology, Architecture and two above mentioned University/ Pharmacy institute only.
Like previous years, a reasonable number of seats in such Professional Technical courses are lying vacant Therefore, it has been decided by the State Govt, in the Higher Education Department to allow all the institutes recognized by the Regulatory Authorities/ State Aided Autonomous University/ Affiliating University/ Private University, as the case may be, for admission of students through de-centrahzed counseling and allotment process.
1. Now for admission to the Engineering/ Architecture courses in the 1st year through de-centralized counseling (Institution Level), the following conditions may be followed:
a. For Private and Self-financing colleges, admission may be allowed on the basis of (i) WBJEE rank, (ii) All India JEE Main rank and (iii) 10+2 Level results like last year (without any rank from WBJEE or All India JEE Main), fulfilling all the eligibility criteria of the Regulatory Authorities;
b. For Govt. Engineering and Technology colleges, admission may be allowed only for students domiciled in West Bengal only with WBJEE Merit rank, fulfilling all the eligibility criteria of the Regulatory Authorities;
c. For GKCIET, Malda, a centrally funded Technical Institute, both WBJEE Rank holder and All India JEE Main Rank holders, fulfilling all the eligibility criteria of the Regulatory Authorities;
d. For State Universities/ University Departments, admission may be allowed only with WBJEE Merit Rank along with their existing norms of percentage of domicile students and students from other States, fulfilling all the eligibility criteria of the Regulatory Authorities;
It has been further decided that for participating in Decentralized counseling, the candidates shall have to fulfill all the eligibility criteria as stipulated by the WBJEE/ All India JEE, as the case may be, and where applicable along with the eligibility criteria stipulated by the Regulatory Authorities such as AICTE, COA and DG-Shipping, as applicable.
2. General Guidelines for conduct of de-centralized counseling in respect of the Govt, and Private SelfFinancing Engineering & Technology/ Architecture Colleges as well as State Aided University Departments/ Private University:-
a. Every institute shall declare the list of vacant seats discipline-wise in the Institutional Notice Board as well as in the Institutional website inviting clear “Notice” seeking application from eligible candidates for admission through such system.
b. Institutes shall declare/ publish the list of applicants eligible, shortlisted for admission as against the declared vacant seats along with list of ineligible candidates, if any, with proper justification for rejection there off.
c. Admission shall be made in order of merit and preference of candidates in a transparent manner in strict compliance to the eligibility criteria.
d. Eligible institutes shall publish the list of finally admitted students along with their merit within the stipulated time frame, as may be defined by the respective Affiliating State Aided/ Unitary/ Private University. A list of such admitted students must be submitted to the Director of Technical Education, Govt. of West Bengal as well as to the Affiliating State Aided/ Unitary/ Private University, where necessary, within the said cut-off date.
3. For filling up the vacant EWS seats at the institute level, the institutes have to strictly follow the Gazette Notification bearing No. 628-Edn(CS) dated 18.09.2023 in the following manner.
“In continuation to this Department’s Memo No. 339-Edn(CS)/OM-74L/2023 dated 26.05.2023 and published in the Kolkata Gazette, extraordinary, Part I, on 26.05.2023, after clause 3, insert the following clauses:
The District Magistrate and the District Reservation Commissioner shall be the authority in respect of Higher Educational Institutions within their administrative jurisdiction for approval of filling up of the unfilled reserved seats for Economically Weaker Sections (EWSs) category by the candidates from General Merit list, subject to fulfillment of conditions laid down in clause 3(e) of Memorandum No. 339-Edn(CS)/OM-74L/2023 dated 26.05.2023.
In respect of institutes situated in Kolkata as defined in the Kolkata Municipal Corporation Act, 1980, the Commissioner for Reservation and ex-officio Secretary in the Backward Class Welfare Department and the Joint Commissioner for Reservation and ex-officio Joint Secretary, Backward Class Welfare Department shall be the authorities for granting such permission for filling up the vacancies for such seats reserved for EWS category by the candidates from General Merit List, subject to fulfillment of conditions laid down in Clause 3(e) of Memo No. 339-Edn(CS)/OM-74L/2023 dated 26.05.2023.
Such filling up of vacant seats for EWS category shall be made only from those left out candidates in the General Merit List for admission prepared by the concerned institute and no new candidate outside the said panel shall be considered for such admission. Until and unless the separate merit list of Economically Weaker Section (EWSs) candidates is exhausted by filling up of available seats for Economically Weaker Section (EWSs) category as per Memo no. 339-Edn(CS)/OM-74L/2023 dated 26.05.2023, de-reservation proposal shall not be entertained.”
4. The entire admission process shall be completed within cut-off date as notified/ to be notified by the concerned Affiliating State Aided/ Unitary/ Private University, as the case may be.
This is issued in exercise of the power under Section 18 of the West Bengal Universities and Colleges (Administration & Regulation) Act, 2017.
