MEMORANDUM

Notwithstanding anything contained otherwise in any Memorandum, Orders, Notifications etc. issued earlier, the undersigned is directed to say that the authorities as specified in column 2 below shall be competent to issue Scheduled Caste/ Scheduled Tribe certificate for the purpose of admission of Scheduled Caste and Scheduled Tribe students in respective educational courses as specified under column 1.

For admission to Schools upto Class-VIIIA (i)A member of a Gram Panchayat, A Pradhan of Gram Panchayat, A Member of Panchayat Samity, A Sabhapati of Panchayat Samiti, A Member of Zilla Parishad, A Commissioner of Municipality, A Councillor of Municipal Corporation, A Chairman of Municipal Corporation, A Mayor of Municipal Corporation, A Member of State Legislature, A Member of Parliament, and Any Group ‘A’ Officer of the State Government;
A (ii)Deputy Director, Backward Classes Welfare, West Bengal and Commissioner, Backward Classes Welfare, West Bengal in case of candidates claiming to be Scheduled Caste or Scheduled Tribe residing in any part of West Bengal;
A (iii)Deputy Collector of Land Revenue, Kolkata Collector of Stamp Revenue, Kolkata, Metropolitan Magistrate, Kolkata, Addl. Chief Metropolitan Magistrate, Kolkata, Chief Metropolitan Magistrate, Kolkata, 1st Class Stipendiary Magistrate, Executive Magistrate, Sub- Divisional Magistrate, Sub-Divisional Officer, Deputy Collector, Addl. District Magistrate, Collector and District Magistrate within their respective jurisdictions in case of candidate claiming to be Scheduled Caste or Scheduled Tribe and ordinarily residing within such jurisdictions;
A (iv)A Councillor of Darjeeling Gorkha Hill Council for candidates claiming to be Scheduled Caste or Scheduled Tribe and ordinarily residing within the jurisdiction of the Darjeeling Gorkha Hill Council.
For admission to all other courses above Class-VIIIB.(i) Sub-Divisional Officers for all districts except Kolkata, (ii) District Welfare Officer, Kolkata & Ex-Officio Joint Director, B.C.W. in case of Kolkata Municipal Area (as defined in clause (9) of Section 2 of the K.M.C. Act, 1980.

This will supersede this Department’s previous Memo No. 1813-BCW dt. 20.06.2011.
