MEMORANDUM
The attention of School Education Department has been drawn to the prayer for enhancement of conveyance allowance allowed to the blind and orthopaedically handicapped teachers of Govt. Aided Secondary School under control of West Bengal Board of Secondary Education.
2. In consideration of above the undersigned is now directed by order of the Governor to say that the Governor is pleased to decide after considering every aspects in the matter that the blind and orthopaedically hadicapped teachers of Govt. aided secondary schools under the control of the West Bengal Board of Secondary Education will get conveyance allowance @ 5% of basic pay subject to a maximum of Rs. 200/- p.m. in view of extra cost incurred by them in attending school subject to the following conditions:
(i) An orthopaedically handicapped secondary teacher shall be eligible for conveyance allowance only if he or she has a minimum of 40% permanent partial disability of either upper of lower limb/limbs or 50% permanent partial disability of both upper and lower limbs together.
(ii) The conveyance allowance shall be admissible to orthopaedically handicapped secondary teacher on the recommendation of the Head of Orthopaedics Department of a Govt. hospital.
(iii) In the case of blind secondary teacher the allowance shall be admissible on the recommendation of the Head of Opthalmological Department of a Govt. Hospital.
(iv) The allowance shall not be admissible during leave (excluding casual leave) or suspension.
(v) Teacher concerned shall accordingly apply for the grant of conveyance allowance to the concerned authority. It shall be the responsibility of the authority to refer the cases to the appropriate medical authorities for obtaining their recommendations for the grant of conveyance allowance.
The allowance may be granted with effect from the date of receipt of the recommendation of the concerned medical authority.
(vi) For the purpose of estimation of disability, the standards as contained in the manual for orthopaedic surgeon in evaluating permanent physical Impairment brought out by the American Academy of Orthopeadic Surgeons, USA and published on their behalf by Artificial Limbs Manufacturing Corporation of India, G.T. Road, Kanpur shall apply.
3. This order takes effect with effect from 1st January, 2007.
4. This order issues with the concurrence of the Finance Department vide their U.O. No. Group P (Pay) 3034 dated 04.01.2007.
5. The Principal Accountant General (A&E), West Bengal is being informed.

MEMORANDUM
The benefit of Conveyance Allowance is extended to the blind and orthopaedically handicapped non-teaching staff along with the teachers of Non-govt. Aided Secondary Schools under the control of West Bengal Board of Secondary Education as was published in this Office No. 745-SE(S) dt. 19.06.08.
All other terms and conditions remain same.
